Bureaucracy
Exists under the executive branch with intent to be independent; carries out the responsibilities of the federal government.
Merit System
Hiring system based on qualifications and performance.
Pendleton Act
Law that established a merit-based system for federal government jobs, reducing political patronage.
Political Patronage
The practice of rewarding supporters with government jobs, contracts, etc., for political loyalty.
Discretionary Authority
The power to interpret legislation and create rules within frameworks (e.g., DEA and Marijuana laws).
Bureaucratic Discretion
The flexibility that bureaucrats have in carrying out their tasks, using their judgment and expertise to decide the best way to implement and enforce policies.
Rule-Making Authority
Agency’s power to make rules that affect how programs run and force states or corporations to obey as if they were laws (regulations).
