Supremacy clause
Based on the constitutional clause identified in part A, explain why the facts
of U.S. Term Limits v. Thornton led to a different holding in McCulloch v.
Maryland.
In McCulloh v Maryland, the supreme court ruled that the states cannot tax agencies of the federal governments because taxing the federal government goes against the supremacy clause. In the U.S. term, the supreme court ruled that the states cannot alter congressional requirements due to the supremacy clause of the constitution.
Explain an action citizens who disagree with the ruling in U.S. Term Limits v.
Thornton could take to limit its impact.
