Athens (Direct Democracy)
A system of government where citizens vote directly on decisions.
Rome Republic (Representative Democracy)
A system of government where citizens elect representatives to make decisions for them.
Population
state requiring living people to be present; the size of the population does not matter.
Territory
states must have defined land with recognized borders.
Sovereignty
The condition where a state has supreme and independent power over its territory.
Government
An organized system within a state that makes and enforces laws and policies.
Force Theory
The theory that a powerful person or group takes control of an area and forces the people to submit.
Evolutionary Theory
The theory that people naturally organized themselves into increasingly large groups over time.
Divine Rights Theory
The theory that the state was created by God and rulers or kings were given divine rights from God.
Social Contract
The idea that people voluntarily gave the state some power in exchange for order, safety, and security.
Establish Justice
A function of government to create and enforce laws fairly.
Ensure Domestic Tranquility
A function of government to maintain peace and order inside the country.
Provide Common Defense
A function of government to protect the country from foreign threats.
Promote General Welfare
A function of government to help create conditions that benefit people as a whole.
Secure Blessings of Liberty
A function of government where it protects liberty, rights, and freedom.
