The Precautionary Principle
Used to allocate responsibility for pollution costs and is based on the theory that it is better to be cautious and prevent irreversible environmental harm
The Polluter Pays Principle
Makes the party responsible for producing pollution pay for the damage done. This principle exposes the polluter to two-fold liability: compensation to victims and ecological restoration
The Prevention Principle
Aims to prevent environmental damage rather than reacting to it
The Rectification at Source Principle
Seeks to prevent pollution at its source rather than remedying its effects
Environmental challenges
earthquakes, volcanic eruptions, tsunamis, lahar flows, typhoons, floodings, landslides, and sea level rise
Environmental issues
air pollution, plastic pollution, marine pollution, and sea level rise
Environmental Impact Assessment (EIA)
is implemented by the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB)
Environmental Impact Statement (EIS)
is prepared for every proposed ECP or projects located within an ECA
Environmental Impact Statement (EIS)
A full-blown study establishing detailed baseline characteristics of the land, air, water, biota, and people in the host-site and vicinities of a proposed project
Initial Environmental Examination (IEE)
An abbreviated EIS (full-blown) requiring only general descriptions of the environment. It is a simpler EIS with reduced details and depth of assessment and discussion.
Programmatic Environmental Impact Statement (PEIS)
documentation of comprehensive studies on environmental baseline conditions of a contiguous area
Environmental Performance Report and Management Plan (EPRMP)
Normally required for existing projects that intend to expand, focusing on environmental performance over the past 3 to 5 years of operation. The impacts of the expansion on the existing environmental management plan are assessed, and necessary mitigating measures are incorporated.
