Governor's Address
A three-step process involving the Governor addressing the House, a debate on the address, and a final reply by the Chief Minister.
Budget Speech
The formal presentation of the budget and demand for grants by the Chief Minister, prepared by the Finance Budget Department.
Starred Questions
Questions replied to instantly in the assembly by a minister where the asking MLA is permitted to ask five supplementary questions.
Unstarred Questions
Questions with lengthy answers that are put in statement form and circulated to all MLAs rather than answered orally in the assembly.
Adjournment Motion
A specific type of motion used in legislative proceedings that involves a voting process, unlike special or private member's motions.
Government Resolution
A resolution brought forward specifically by the government or a Minister.
Private Members Resolution
A resolution brought by any MLA from the ruling or opposition party, but which cannot be brought by a Minister.
Zero Hour Notice
An urgent discussion notice lasting about five minutes, brought by an opposition MLA regarding an important subject matter appeared in a newspaper.
Call Attention Notice
A 10-minute discussion notice brought by any MLA (except a minister) regarding a news item, allowing for one clarification after the minister's reply.
Short Duration Discussion
A notice submitted by an MLA and supported by one or two others with an explanatory note, allowing other MLAs to participate in the discussion.
Private Member Bill
A bill brought by an MLA from the opposition side, which is generally rejected at the introduction stage due to lack of majority support.
Government Bill
A bill introduced by the government that typically passes through three stages: introduction, consideration of amendments, and final passing.
Financial Committees
The three committees of the assembly whose members are elected by the house: Public Accounts Committee, Public Undertakings Committee, and Public Estimate Committee.
Supplementary Demand for Grants
A request for additional money presented by the Chief Minister before the passing of the budget when departments face a shortage of funds.
Demand for Grants
The specific amounts of money allocated for different government departments, presented after the budget speech.
Cut Motion
A motion submitted by the opposition to reduce the expenditure amount requested by the government.
Rule 55A
The rule under which a Chief Minister or any Minister can make an urgent statement in the house with the approval of the Speaker.
