Bureaucracy

Collection of organizations that carry out most tasks of governance within a state

Interest groups

Groups of individuals with common interests that organize public policy in a manner that benefits their members

Rally effect

People’s tendency to become more supportive of their country’s government in times of dramatic international events

Diversionary incentive

Leaders’ incentive to start international crises to rally public support at home

Military industrial conflict

Alliance between military leaders and industries that benefit from international conflict

Democratic peace

Observation of few, if any, wars between mature democratic states

Democracy

Political system in which candidates compete for office through frequent, fair elections in whihc a sizable portion of the adult population can vote

Autocracies

An individual/small group exercise power with few constraints and no meaningful competition or participation from the general public

Accountability

Ability to punish/reward leaders for their decisions

Selectorate

Individuals whose support is necessary to maintain power in autocracies

Economic interest groups

Organized around corporations to promote businesses

Ethnic interest groups

Organized around ethnic ties to influence policy

Favor military intervention

Doves

Do not favor military intervention
