What are reasons why progress towards meeting the SDGs might differ between countries?

Status of SDG progress globally
According to the Sustainable Development Report, none of the 17 SDGs will be achieved by 2030. At the global level:
SDG 2 (Zero Hunger)
SDG 11 (Sustainable Cities and Communities)
SDG 14 (Life Below Water), SDG 15 (Life on Land)
SDG 16 (Peace, Justice and Strong Institutions)
Are particularly off track, facing major challenges and showing no or very limited progress since 2015.

Overall, rich countries outperform other country groupings on overall SDG performance and life satisfaction, but they have also outsourced numerous negative environmental and socioeconomic impacts abroad

There is more red showing for Sub-Saharan Africa than in Latin America and the Caribbean. Why is that? Therefore what might be a way to help Sub-Saharan coutnries?
Part of the problem is that Sub-Saharan Africa is a region of very large countries as well as very small ones. It is difficult for small, less developed countries to establish the infrastructure and industry they need to develop economically.
Providing funded projects that promote sustainability can help countries to develop and make progress.
Remember that countries do not start at the same place, so their progress might be quicker or slower depending on the resources and help they may already have available.
Numerous projects have been funded and implemented in various countries to help development.
The UNDP’s Climate Change Resilient Productive Landscape is a project designed to help vulnerable communities adapt to the impacts of climate change by transforming how land is used and managed
Example 1: A farmer was shown how to get the seeds and plant them through a drawing
The Green Climate Fund finances projects to allow farmers to cope with climate change. It provides them with the necessay skills and expertise to meet SDG targets
Example 2: some farmers still use traditional ceremonies to forecast the weather but this was no longer useful when faced with unpredictable weather patterns due to climate change. So in places like in Zambia crops have been wiped out due to droughts. Farmers have been supplied with access to real time climate information and drought-tolerant crop varieties.
