How did FAA come into existence?
U.S. aviation was lightly regulated until the Air Commerce Act of 1926; later laws led to today’s Federal Aviation Administration (FAA) inside DOT (since 1967). The FAA regulates civil aviation.
What is the full name and define FAA
Federal Aviation Administration
Definition: An organization with the Department of Transportation. The FAA establishes aviation rules and regulations, as well as enforcing those policies. The purpose of the FAA is to set the standard for civil aircraft in the interest of public safety.
What does FAA use to regulate?
the Federal Aviation Regulations (FARs), which go through a public rulemaking process (NPRM → comments → final rule in the Federal Register). The process is laid out in 14 CFR Part 11 and on the FAA rulemaking page.
NPRM:
Comments:
Final Rule in the Federal Register:
What is the full name and define FARs:
Federal Aviation Regulations
Definition: The rules, regulations, and guidelines established by the FAA to govern the operation of aircraft, airways, airmen, and the safe operations of civil aircraft.
What is the full name and define NPRM:
Notice of Proposed Rule Making
Definition: a notice issued by the government agency outlining a possible change, added, or deletion of a particular regulation. The notice is published for a specific period of time in the Federal Registry to allow for comments from any interested party.
What is FAR part 1?
It provides official definitions of words, abbreviations, and symbols. ‘
These definitions establish the foundation of a technician’s understanding of aviation maintenance terminology.
Define Maintenance
The inspection, overhaul, repair, prevention, and replacement of parts. not including Preventive Maintenance
Define Preventative Maintenance
Simple or minor preservative operations and replacement of small standard parts not involving complex operations.
Define Airworthiness Directive
a regulated notice sent out by the FAA to registered owners for a aircraft informing the owners of the condition that presents the aircraft from continuing to meet its conditions for airworthiness. Airworthiness Directives, AD notes, must be complied with within the required time limit and the fact of compliance, the date of compliance, and the method of compliance must be recorded in the Aircraft Maintenance Records.
Is AMOC tied with AD?
Yes
If you need a different method or timing, request an AMOC per §39.19; FAA may approve if it provides an acceptable level of safety.
Can a pilot sign off the preventative maintenance if they did the work?
The pilot who did the PM may approve return to service for that work (§43.7(f)). You still must meet §91.407 (no operation until approved and recorded).
Typical PM tasks (from the official list):
Tires: remove/install/repair landing-gear tires.
Wheel bearings: clean/grease.
Struts: service shock struts with air/oil.
Safetying: replace safety wire or cotter keys.
…plus many others in Appendix A(c) (filters, spark plugs, bulbs, batteries, etc.). eCFR
What does FAR Part 65 covers?
Part 65 covers certification requirements and the privileges and limitations for aviation maintenance technicians.
Because there’s a lot of important material in Part 65, the book sets aside Chapter 15 to explain it in detail.
What is FAA role?
The FAA regulates and promotes U.S. aviation. That includes issuing rules, providing support, and overseeing the aviation maintenance industry.
What is the gist of Airworthiness Directive?
When the FAA finds an unsafe condition affecting an aircraft, engine, propeller, or accessory, it issues an AD. You must comply exactly as the directive says and within its stated time.
Why does FAR 43 matters?
AR 43 sets the basic standards for inspection, maintenance, and repair, and it explains the record-keeping you must do. It also classifies major repairs, major alterations, and preventive maintenance.
Sources that Mechanics can use as references?
Beyond FAA material, manufacturer maintenance/overhaul manuals and service bulletins are primary references for technicians.
ALL MUST BE FAA APPROVED!
What is the check list for Appendix D for?
A checklist covering the items in FAR 43 Appendix D is required for 100-hour and annual inspections.
Basically Inspections Checklist.
Define Alteration
a change in configuration or design of aircraft.
Define Major Repair
A repair that, if improperly done, may appreciably the effect of weight, balance, structural strength, performance, power plant operation, flight characteristics, or other qualities affecting airworthiness. FAR 43-Appendix A provides guidelines on what considers Major Repairs and Alterations.
Define Major Alteration
a major alteration not listed in the aircraft, aircraft engine, or propeller specification, and one which might appreciate effect weight, balance, structural strength, performance, power plant operations, flight characteristics, or other qualities affecting airworthiness.
Define IA, what is IA full title?
Inspection Authorization
A rate issued to a ANP technician. This rate allows the holder to perform annual inspections, major repairs, and major alterations, and to approve the aircraft for return to service.
