Hazardous Material Spill Frozen Area
At the scene of a tanker truck spill involving fire, a frozen area must be established at a distance of 1,000 feet.
Radiation Pager Alarms
The Platoon Commander or Patrol Supervisor is required to notify the Counterterrorism Division, Lower Manhattan Security Coordination Center, for ALL radiation pager alarms.
Gunshot Detection Alerts
A UMOS must prepare a COMPLAINT REPORT WORKSHEET for all alerts, whether confirmed or unconfirmed, and leave it open to the Precinct Detective Squad.
Level 1 Investigative Encounter
A Request for Information based on an objective credible reason where the goal is to gather information; pointed/accusatory questions and consent to search are prohibited.
Level 2 Investigative Encounter
The Common Law Right of Inquiry based on founded suspicion of criminality; allows for pointed/accusatory questions and requesting consent to search, but not detention or force.
Level 3 Investigative Encounter
A Terry Stop based on reasonable suspicion that a person has committed, is committing, or is about to commit a felony or Penal Law misdemeanor; allows for detention and reasonable force.
Protective Measures
Actions a UMOS may engage in during a Level 1 or Level 2 encounter when they have a reasonable concern for safety due to the nature of the approach or the individual's behavior.
Founded Suspicion
The basis for a Level 2 encounter, defined as an indication of criminality based on observable conduct or reliable hearsay information.
Reasonable Suspicion
The basis for a Level 3 stop where facts provide an ordinarily prudent and cautious police officer belief that criminal activity is at hand.
Common Law Right Of Inquiry – Consent Search Report
A report prepared in FORMS for each person from whom consent to search is requested during a Level 2 encounter.
Stop Report
A report prepared in FORMS for every Level 3 Terry Stop; it is not prepared for Level 1 or 2 encounters unless they escalate to Level 3.
NYCHA Interior Patrol Radio Code
UMOS must notify the dispatcher using radio code 10−75I upon entering a Housing Authority building.
Rosario Material
Any recorded information, including digital Activity Log entries and handwritten notes, that may be reviewed by the Department, DA, or defense attorneys.
C MEDA
An acronym for diplomats including Consulates, Missions to the UN, Embassies, Delegations, and their families/staff.
FRUITS
An acronym for fire conditions requiring Desk Officer notification to Borough Command: Forced entry, Relocation required, Unusual, Injury/Death, Three or more alarms, or Suspicious.
MOME Press Credential
A NYC Press Card issued by the Mayor’s Office of Media and Entertainment which allows the bearer to pass NYPD/city official lines.
Designated Shooter
In a transit track search for an armed person, a supervisor must designate one or more UMOS to act as the shooter if deadly physical force becomes unavoidable.
Reach Train
A train brought in front of or behind a stalled train for passenger evacuation.
Rescue Train
A train brought alongside a stalled train for passenger evacuation using emergency devices.
UHF Radio
A special radio distributed to Transit Bureau members when the standard VHF Radio Network malfunctions.
SAFETNet
The Secure Automated Fast Event Tracking Network check required before a UMOS completes a Search Warrant Request.
Search Warrant Application Approval
Only a Commanding Officer in the rank of Captain or above can grant permission to apply to the District Attorney for a search warrant.
6 x 2 Court Rule
A rule stating that a MOS assigned to the 1800×0200 tour who has a court/training appearance the next day will be rescheduled to the Third Platoon (1600×2400).
Interrupted Patrol Log
A log maintained by the Desk Officer to record the reason for a UMOS entering the stationhouse during their tour.
