Policy Effective Date

FML Eligibility Requirement (Duration)
The employee must have been employed with the City of Kansas City, Missouri for at least 12 months.
FML Eligibility Requirement (Hours worked)
The employee must have worked a minimum of 1,250 hours during the 12-month period prior to the leave.
Limited Term Contract employees
A specific category of employees to whom the Paid Parental Leave policy does not apply.
Paid Parental Leave Duration
Up to 12 weeks of pay at 100% of the base pay.
Base Pay Calculation
Based on the employee’s certified normal rate of pay (full-time equivalency) excluding premiums or scheduled overtime.
Benefit Accrual during Leave
Vacation and sick leave benefits continue to accrue during the period of Paid Parental Leave.
Usage Deadline
Paid Parental Leave must be utilized within 9 months following the birth or adoption of a child.
Intermittent Leave Block
Paid Parental Leave taken on an intermittent basis must be in no less than one-week blocks of time.
Non-exempt Forfeiture Rule
Any non-exempt employee who appears for work on any shift during Paid Parental Leave immediately forfeits remaining leave time for that event.
Holiday Pay Interaction
Eligible employees receive holiday pay in lieu of a paid parental day if a City-observed holiday occurs; this does not extend the length of the leave.
Multiple Birth or Adoption Effect
The occurrence of multiple births or adoptions (e.g., twins) does not increase the length of the Paid Parental Leave granted.
Employee Request for Family Medical Leave Form
The specific form that must be submitted to the Department of Human Resources, Employee Benefits Division, to request leave.
Documentation Notice Period
The form should be submitted at least 30 days prior to the anticipated date of leave, or as soon as possible if 30 days is not possible.
Adoption Documentation
A required letter from an adoption agency or an attorney in cases of private adoptions.
Fraudulent Request Penalty
Grounds for serious disciplinary action, up to and including termination of employment.
