describes the equilibrium of the pressure, kinetic energy, and potential energy between two points in a flowing liquid.

How does Bernoulli’s equation work when applied to the punctured tank?

The potential energy drives the kinetic energy. Often times you can assume vi = 0 and if you set the reference height of the hole y2 as the reference, the equation just simplifies to EP = Ek. also P1 and P2 are just atmospheric pressure so they cancel out.
