What is the main principle of the Flood Risk Guidelines?
A risk-based sequential approach.
What are the three stages of the sequential approach?
Avoid → Substitute → Mitigate/Manage
What does flood risk mean?
Likelihood of flooding × consequences of flooding.
What are the three Flood Zones?
Zone A = High, Zone B = Moderate, Zone C = Low.
What are the three development vulnerability categories?
Highly vulnerable, less vulnerable and water-compatible.
Give examples of highly vulnerable development.
Houses, hospitals, schools, nursing homes and emergency services
Give examples of less vulnerable development.
Retail, offices, industry, warehousing and local transport infrastructure.
What is water-compatible development?
Amenity open space, outdoor sports and recreation.
What is generally appropriate in Flood Zone C?
All development types.
What is generally appropriate in Flood Zone B?
Less vulnerable and water-compatible development.
What is generally appropriate in Flood Zone A?
Water-compatible development.
What is the Justification Test?
A test assessing whether development in areas of moderate/high flood risk is appropriate.
What are the two Justification Tests?
Plan-Making Justification Test and Development Management Justification Test.
When is the Plan-Making Justification Test carried out?
At the SFRA stage, when considering zoning.
When is the Development Management Justification Test carried out?
At the FRA stage, for a specific development.
What must a Justification Test demonstrate?
No suitable alternative land, sustainable planning objectives, flood risk reduced to an acceptable level, and no increase in flood risk elsewhere.
What are the three types of Flood Risk Assessment?
RFRA, SFRA and Site-Specific FRA.
What does SFRA stand for?
Strategic Flood Risk Assessment.
What does a Site-Specific FRA do?
Assesses flood risk for a specific development at planning application stage.
