RA 12145
Also known as the Economy, Planning and Development Act, enacted on July 11, 2025, which reorganized NEDA and renamed it as the Department of Economy, Planning and Development (DEPDev).
Department of Economy, Planning and Development (DEPDev)
The primary policy, planning, coordinating, and monitoring arm of the Executive Branch of the Philippine government on the national economy.
National Economic Council (NEC)
An advisory body created on December 23, 1935, by President Manuel Quezon to advise the Philippine government on economic and financial matters and formulate an economic program.
PHILCUSA
Philippine Council for United States Aid, organized in 1950 as part of the Quirino-Foster Agreement to manage United States assistance for Philippine development.
EO 119, s. 1955
An executive order issued pursuant to RA 997, s. 1954, which created a new National Economic Council consisting of the Office of National Planning, Office of Foreign Aid Coordination, and Office of Statistical Coordination and Standards, while abolishing PHILCUSA.
Republic Act No. 2699
A law enacted on June 18, 1960, that increased the National Economic Council's membership by adding the Secretary of Commerce and Industry and granting minority party representation.
Program Implementation Agency (PIA)
An agency created in 1962 under EO 17, headed by a Director-General of Cabinet rank, to undertake economic planning and implement the government's socioeconomic program.
Integrated Reorganizational Plan (IRP)
A plan launched by President Marcos Sr. under PD No. 1 that reorganized the executive department and established the National Economic Development Authority (NEDA) as the government's central planning body.
Philippine Innovation Act
Republic Act 11293, passed on April 17, 2019, which adopts innovation as a vital component of national development policies to drive inclusive development and support MSMEs.
National Innovation Council (NIC)
A body established under RA 11293, chaired by the President with the DEPDev Secretary as Vice-Chair, tasked with promoting public awareness and national support for innovation initiatives.
Administrative Order No. 25
An order issued on September 5, 2024, by President Ferdinand R. Marcos, Jr., reorganizing the DEPDev Board to include the Secretaries of Agriculture and Education as members.
Economy and Development Council (EDC)
The DEPDev Board chaired by the President that meets quarterly or as needed to direct policy formulation, approve priority project criteria, and establish government spending ceilings.
Development Budget Coordination Committee (DBCC)
An EDC interagency committee chaired by DBM that determines the annual government expenditure level, spending ceiling, and allocation of expenditures between operating expenses and capital outlays.
Economic Development Committee (EDCOM)
An EDC interagency committee chaired by DEPDev that promotes private enterprise growth, food security, inflation mitigation, and MSME research and development.
Committee on Infrastructure (INFRACOM)
A cabinet-level interagency committee chaired by the Secretary of the DEPDev Secretariat that advises the President and DEPDev Board on national infrastructure development.
Investment Coordination Committee (ICC)
A cabinet-level committee chaired by the DOF Secretary that evaluates the fiscal, monetary, and balance-of-payments implications of major national projects and public borrowings.
Social Development Committee (SDC)
A cabinet-level committee chaired by the DOLE Secretary that advises the President and DEPDev Board on education, health, housing, and social services delivery.
Committee on Tariff and Related Matters (CTRM)
A cabinet-level committee chaired by the DTI Secretary that advises on tariff structures and coordinates national positions for international economic negotiations.
Regional Development Committee (RDCOM)
An interagency committee chaired by DEPDev that formulates policies to reduce regional growth disparities, clear multi-regional project proposals, and review the country's regional configuration.
National Land Use Committee (NLUC)
An interagency committee chaired by DEPDev that formulates the national physical framework plan, advises on land management, and resolves interagency land use policy conflicts.
Long-term Development Framework
A high-level broad strategy spanning 25 years that guides the country toward sustainable growth and the realization of its long-term vision.
Comprehensive Infrastructure Development Master Plan (CIDMP)
A master plan serving as the foundation for forward planning, prioritization, and development of infrastructure investments and programs.
Philippine Development Plan (PDP)
A national strategic plan that sets measurable goals, objectives, and strategies for each political administration's economic and development agenda.
Public Investment Program (PIP)
A program formulated through consultations with public agencies to identify priority programs and projects (PAP) responsive to the sectoral outcomes of the PDP.
Philippine Development Report (PDR)
An annual report formulated by DEPDev that serves as a monitoring report on the implementation of the Philippine Development Plan (PDP).
Executive Policy Making Mechanism Through The Cabinet
The structural flow through which Interest Groups, Other Sectors, Departments/Agencies, and Other Government Agencies feed policy inputs into Cabinet Clusters and the Cabinet/DEPDev Board.
