Consumer goods industries still massively lacking ( some growth in footwear and food processing e.g meatpacking but not enough)
Oil production did not make expected advances
Accusations of sabotage in workforce as workers scapegoated during terror

Party feeling (e.g Kirov& congress of victors) that targets were too high in 1st plan
1934-36 known as ‘good years’, better planning, pressure not so intense, food rationing ended
