Features of 2nd year plan

  • Heavy industry still featured strongly, but new industries opened up. there was a greater emphasis on communications e.g railways to link industrial centres

  • 4,500 enterprises opened

  • Benefitted from building of large projects, many of which began production in this phase, e.g Magnitogorsk 1934

  • Consolidation of 1st 5 year plan

Successes of 2nd 5 year plan 1933-37

  • Plants set up during 1st plan came on stream. Electricity production expanded rapidly

  • Coal production rose 1932- 64.3mill tonnes to 128mill

  • Chemical industry made progress

  • by 1937, machine and metal making were virtually self sufficient

  • transport and communications grew

  • metallurgy, metals mined

  • less intense pressure/ targets

Failure software 2nd 5 year plan 1933-37

  • Consumer goods industries still massively lacking ( some growth in footwear and food processing e.g meatpacking but not enough)

  • Oil production did not make expected advances

  • Accusations of sabotage in workforce as workers scapegoated during terror

  • Party feeling (e.g Kirov& congress of victors) that targets were too high in 1st plan

  • 1934-36 known as ‘good years’, better planning, pressure not so intense, food rationing ended
