  11. Apply tourniquet

  12. Palpitate vein

  14. Assemble equipment

  15. Line up tubes in Order of Draw

  16. Palpitate again if necessary

  17. Uncap needle

  18. Anchor vein

  20. Engage tube

  21. Remove tourniquet
