National Service Reserve Corps (NSRC)

An organized reserve of trained graduates from the Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) components of the NSTP who can be mobilized for disaster risk reduction and management, civic welfare, literacy, environmental protection, and national emergencies.

Republic Act No. 9163

Also known as the NSTP Act of 2001, this law established the National Service Training Program and provided for the creation of the NSRC from CWTS and LTS graduates.

Republic Act No. 10121

Known as the Philippine Disaster Risk Reduction and Management Act of 2010, this law strengthened the role of NSTP graduates by mandating the organization of the NSRC for disaster risk reduction and management activities.

Rule 9 of the IRR of RA 10121

The provision that provides guidance for the NSRC's development, organization, training, administration, utilization, mobilization, operation, accreditation, protection, and funding.

NSRC Implementing Guidelines and Procedures (NSRC-IGP)

Guidelines drafted in 2011 by a multi-agency Technical Working Group and approved by the Chairperson of the NDRRMC and Secretary of National Defense, which became effective on 13 June 2012.

Office of Civil Defense (OCD)

The agency that oversees NSRC implementation, maintains central records and a centralized database of reservists, issues operational procedures, designs the serial number system, and coordinates with relevant agencies.

NSRC National Directorate Center (NNDC)

The body responsible for supervising and monitoring NSRC development, organization, training, administration, utilization, mobilization, accreditation, and operations nationwide.

NSRC School Directorate Office (NSDO)

An office established in Higher Education Institutions (HEIs) and Technical-Vocational Education and Training (TVET) institutions responsible for organizing, training, administering, and operationalizing school-based NSRC units.

NSRC Community Directorate Office (NCDO)

An office operating under Local Government Units (LGUs) and Local Disaster Risk Reduction and Management Councils (LDRRMCs) responsible for the development, training, deployment, protection, funding, and operations of the community-based NSRC.

School-Based NSRC Reserve Unit (SBNRU)

A unit organized by an HEI or TVET institution whose members are CWTS and LTS graduates still enrolled in the institution, supporting campus preparedness, training, and authorized DRRM activities.

Community-Based NSRC Reserve Units (CBNRUs)

Units organized in barangays, municipalities, cities, or provinces whose members are resident CWTS and LTS graduates, supporting local DRRM, civic welfare, and community-service activities.

NSRC Reservist

A graduate of the CWTS and LTS components of the NSTP program who has been designated an NSRC serial number and is required to register physically in their barangay of current residence.

NSRC Serial Number

An official identification number assigned to each reservist by institutions based on blocks issued to them, used to track reservists and link them to their school, locality, and unit organization.

NSRC Reserve Unit (NRU)

A general term that refers to any level or size of NSRC organization.

NSRC Reserve Group (NRG)

The highest level of organization of NSRC reservists, composed of at least five or more NSRC Sections.

NSRC Reserve Section (NRS)

A subordinate unit of the NSRC Reserve Group, composed of at least five or more teams.

NSRC Reserve Team (NRT)

A subordinate unit of the NSRC Reserve Section, composed of at least 8 but not more than 12 members.

Accreditation of DRRM Training Organizations for NSRC

The process of determining whether a training organization and its trainers are suitable, capable, and authorized to conduct DRRM training for NSRC reservists.

Utilization

The actual use of NSRC reservists and units in carrying out their mandated functions, including DRRM activities, environmental protection, civic welfare, and literacy programs.

Mobilization

The official act of formally calling upon NSRC reservists and units to report to designated mobilization centers and organize for duty as disaster responders or crisis support.

Protection

The safeguards and support provided to NSRC reservists during training, mobilization, deployment, and utilization, including insurance, logistics, hospitalization, and other necessary benefits.
