NJ Driver's Manual

A motorist who operates a vehicle in New Jersey must carry these three things at all times:

license, valid insurance, and registration cards

A person with a valid New Jersey driver permit must be accompanied by

an appropriately licensed driver from NJ

Address changes must be reported to the MVC within

one week after moving

Legal name changes must be reported to the MVC within

two weeks

Person with a valid out-of-state license who moves to New Jersey must apply for a New Jersey license within

60 days

All applicants for a New Jersey license who are under 18 must present a completed consent form signed by

a parent or guardian

All applicants for a NJ license must provide a

full name, current address, Social Security Number, and 6 Points of ID Verification and other documentation to verify their legal presence in the US

Drivers under the age of 21 who possess and examination permit or probationary license shall not operate a motor vehicle without displaying two

visible GDL decals (provided by the MVC on the license plate of the vehicle)

Early Bird Road

2. Practice with an adult supervising driver- must observe special learner permit driving restrictions, must practice at least six months

3. Get a Probationary License- must have completed six months of supervised driving without any suspensions or postponements must pass MVC's road test, must be at least 17

4. With a Probationary Driver License- must practice unsupervised driving for at least one year, must observe probationary driver license restrictions

5. Get the Basic Driver License- must be at least 18, have completed one year of unsupervised driving with probationary driver license restrictions, payed required fee

Young Adult Road

1. Get an Examination Permit- must pass MVC's knowledge and vision test, must be at least 17, must pay required fee, must obtain parent or guardian consent if under 18

2. Practice Supervised Driving- must practice with an adult supervising driver, must practice for at least 6 months, must observe examination-permit driving restrictions

3. Get a Probationary License- must have completed 6 months of supervised driving without any suspensions or postponements, must pass MVC's road test

4. Practice Unsupervised Driving- must practice unsupervised driving for at lest one year, must follow probationary driver license restrictions

The Adult Road

5. Get the Basic Driver License- must have completed one year of unsupervised driving, and pay required fee

Examination Permit Restrictions

GDL Driver Exemptions

Proof of a need to drive during the prohibited hours for employment and/or religion. Motorists must carry legible certification to indicate this need from his/her employer or religious official, with the signature of the certifying official and his/her name, title, address and phone number.

Special Learner Permits for NJ Residents

Applicant must have signed consent from parent or guardian, must be enrolled in a behind-the-wheel driver training course approved by the New Jersey Department of Education or conducted by a commercial driving school, and must pass MVC's knowledge and vision test.
