Root cause = Parliament sovereignty

Every new parliament can amend the constitution however it wishes

But it had no entrenchment, simple repealed in 2022 by the Dissolution + recall of Parliament Act

Unitary vs federal system

Unitary constitution - all power is centralised in one main body (Westminster Parliament)

All other regions/bodies are inferior to it

Example : France

Federal constitution - power divided between central government and regional/state governments

Example : USA and Germany

UK semi federalism system

Legally - unitary (Westminster keeps full sovereignty; could reclaim devolved power

In practice - works as a federal system because devolution is politically too unpopular
