Nationalist members from non-russian parts of the empire

Strengthened army and navy. JPs reinstated and land captains abolished

Destabilise Duma by manipulating Article 87 to create bias towards autocracy

Changes to the voting system- wealthiest 1% of electorate controlled 66% of seats in new duma, representation of workers+peasants cut by 1/2
