Can the president do whatever they want to with just formal powers?

NO! All the formal powers are checked by some other branch of government

  • Treaties must be ratified by the senate

  • Vetoes can be overruled

  • Wars must be declared by congress

In order for the president to use the formal powers, they must convince the other institutions (congress, SCOTUS) to follow their lead (persuade)

Persuade the public. If the public loves you → high approval rate → institutions will follow your lead!

Play your informal roles/powers very well! Be a good economic ruler, moral guide, etc.
