Provincial Jails - Key Features
First established in 1910 during the American regime; there are 104 provincial jails nationwide (including sub-provincial extensions); headed by a Provincial Warden/Wardress appointed by the Provincial Governor.

Total Admission & Classification Steps
The formal intake process consists of 27 sequential procedural steps governing reception
Step 1: Credential Verification
The Jail Desk Officer checks the credentials of persons bringing in the incoming inmate to verify identity and legal authority.
Step 2: Legal Basis Check
The officer carefully examines the arrest report and verifies commitment authority under Sec. 3
Step 3: Contraband Search
The admitting jail officer/jailer searches the incoming inmate for weapons and contraband.
Step 4: Property Receipt
Cash and personal belongings are taken and itemized on a duplicate receipt signed by the officer and countersigned by the inmate (original for jail records
Step 5: Turnover of Valuables
All cash and valuables are turned over to the Trust Officer or Property Custodian under official receipts.
Step 6: Identification
The inmate is fingerprinted and photographed.
Step 7: Jail Booking Report
A 4-copy booking report with attached photograph is accomplished and distributed to: (1) BJMP Central Office
Step 8: Physical Examination & Strip-Search
The inmate undergoes a thorough strip-search and clothing check for contraband
Step 9: Medical Examination
Conducted immediately by the Jail Physician or Local Health Officer.
Step 10: Observation & Isolation
If the physician is absent during intake, the receiving officer notes mental alertness, physical appearance, rashes, or identifying marks on the booking report. Inmates with contagious diseases are immediately isolated.
Step 11: Medical Record
Formally accomplished by the Jail Physician or Local Health Officer
Step 12: Social Case Study
Conducted by a Social Worker to serve as the basis for proper classification and segregation.
Step 13: Jail Attire
Sentenced prisoners are issued jail clothing (personal clothes are cleaned and stored until release); detainees may wear civilian clothes for safety.
Step 14: Orientation
The inmate is briefed on jail rules and regulations as soon as possible.
Step 15: Warden's Jail Record (Sentenced Inmates)
The Warden establishes a record containing full name, aliases, physical descriptions (weight, height, body marks/tattoos), nationality, prior conviction, occupation, residence, crime convicted of, sentencing court, sentence duration, commencement date, and institutional behavior.
Step 16: Warden's Jail Record (Detainees)
Notes the Investigation Slip number (if pending with prosecutor)
Step 17: Confinement Assignment
The inmate is assigned to confinement upon completing reception.
Step 18: Material Issuance
Issued available institutional supplies for use during confinement.
Step 19: Fugitives from Justice
Provincial jails may keep fugitives from other provinces; the Warden receives compensation for custody from the demanding office
Step 20: Segregation
Detainees are presumed innocent and segregated from convicted prisoners whenever possible.
Step 21: Preventive Imprisonment Appraisal
Under Art. 29, Revised Penal Code (as amended by RA 10592), the detainee is informed in a dialect they understand that preventive imprisonment is credited in full toward sentence service if they voluntarily agree in writing to abide by disciplinary rules of convicted prisoners (provided they are not a recidivist, not convicted 2+ times previously, and surrendered voluntarily).
Step 22: Written 'Agreement' vs. 'Certification'
Detainees who agree manifest an 'Agreement' in writing. If they refuse
Step 23: Rights & Obligations under 'Agreement'
Detainees signing an 'Agreement' are treated as sentenced prisoners regarding work and discipline. Failure or neglect to work cancels the agreement.
Step 24: Rights under 'Certification' (4/5 Credit)
Detainees under a 'Certification' are not required to work (except dorm cleaning/sanitary tasks) and are credited with four-fifths (4/5) of their detention time.
Step 25: Court Submission
The Warden submits the 'Agreement' or 'Cancellation' to the court prior to the arraignment date.
Step 26: Pending Appeals
The same Agreement/Certification rules apply to convicted persons with cases pending appeal.
Step 27: Commencement of Full Credit
Full credit for preventive imprisonment starts on the exact date the 'Agreement' is executed.

Not required to work (except dorm cleaning/sanitary tasks).
Certification - Effective Date
Applies throughout detention period under certification.
