Good Governance

The process for making and implementing decisions, focusing on the best possible process for making those decisions rather than making 'correct' decisions.

Consultation to understand the different interests of stakeholders in order to reach a broad consensus of what is in the best interest of the entire stakeholder group in a sustainable and prudent manner.

Accountable

A fundamental requirement where local government has an obligation to report, explain, and be answerable for the consequences of decisions it has made on behalf of the community.

Transparent

A characteristic where people can follow and understand the decision-making process, seeing clearly how and why a decision was made and which legislative requirements were followed.

Responsive

The effort of local government to serve the needs of the entire community while balancing competing interests in a timely, appropriate, and responsive manner.

Equitable and Inclusive

A state where all members of a community, particularly the most vulnerable, feel their interests have been considered and have opportunities to participate in the decision-making process.

Effective and Efficient

The implementation of decisions and processes that make the best use of available people, resources, and time to ensure the best possible results for the community.

Participatory

A characteristic where anyone affected by a decision should have the opportunity to participate in the process for making that decision.

Follows the Rule of Law

A quality where decisions are consistent with relevant legislation or common law and remain within the powers of the council.

The late and former DILG secretary who introduced the Seal of Good Housekeeping (SGH) in 2011.

Seal of Good Housekeeping (SGH)

A program introduced in 2011 that monitors and awards LGUs with good performance in internal housekeeping, specifically in local legislation, development planning, resource generation, and resource allocation.

Seal of Good Local Governance (SGLG)

A derivative and improved version of the SGH, acting as the DILG's badge of excellence for top-performing LGUs by looking into adherence to procurement processes and other assessment areas.

Financial Administration

One of the key assessment areas for the Seal of Good Local Governance (SGLG) concerning the management and sustainability of local government finances.

Disaster Preparedness

An assessment area of the SGLG that evaluates a local government unit's readiness and planning for emergency situations.

Social Protection

An SGLG assessment area that includes social protection and sensitivity towards the community's needs.

An assessment area of the SGLG focused on the local government's role in supporting economic growth and business environments.
