How are movement areas defined?
Movement areas are defined as the runways, taxiways, and other areas of an airport which are utilized for taxiing, takeoff, and landing of aircraft exclusive of loading ramps and parking areas.
How are non-movement areas defined?
Non-movement areas are defined as all airport areas other than those designated as movement areas (i.e., ramps, hangar areas, perimeter roads).
What are advisories as defined in this LOA?
Advisories is defined as advice and information provided by the tower to assist in the safe conduct of aircraft movement in non-movement areas; these advisories do not imply control responsibilities, and will be provided workload permitting.
What equipment must vehicles operating on the movement area be equipped with?
The airport shall require that vehicles operating on the movement area be equipped with an operational two-way radio utilizing the appropriate ground control frequency, unless alternate arrangements have been made with the tower.
When must the airport verbally coordinate with the tower prior to closing movement areas?
The airport shall verbally coordinate with tower supervisor/controller at least (15) fifteen minutes prior to closing movement areas or as soon as possible following an incident, accident, or other emergency situation.

The airport shall verbally coordinate with tower supervisor/controller prior to opening a closed movement area.
What restriction exists for ILS critical areas during IMC conditions?
The airport shall ensure that no vehicles or equipment are operated in the ILS critical areas without tower approval when weather conditions are below VFR conditions.
What roads should vehicles use to avoid crossing movement areas?
The airport shall ensure that vehicles will use access roads or public roads in lieu of crossing movement areas whenever and wherever possible.
Who is responsible for approving operations on the movement area?
STS ATCT shall be responsible for approval or disapproval of the operation of aircraft, vehicles, equipment and personnel in the movement area.
What must STS ATCT do when unauthorized movement area access occurs?
STS ATCT shall immediately inform the airport of unauthorized vehicles, equipment, and personnel in the movement area or if an unauthorized vehicle/operator requests clearance to access the movement area.
What must STS ATCT do upon verbal notification from the airport to cease use of a movement area?
STS ATCT shall cease using any portion of movement area after receiving verbal notification from the airport.
How many run-up areas are available for small aircraft?
Two run-up areas are available for small aircraft.
What are the names of the two small aircraft run-up areas?
The two run-up areas available for small aircraft are the north run-up and the south run-up.
When are large aircraft run-up locations designated?
Run-up locations are designated in the event large aircraft (jets or large turbo-props) have to complete run-ups for operational necessity.
When can run-up area 1 be used by large aircraft?
Run-up area 1 (south run-up) shall only be used for large aircraft while no other large aircraft intend to depart out of runway 32 due to limited taxiing space and potential wingtip clearance.
Where is run-up area 2 located and when is it used?
During periods of heavy traffic run-up area 2 is also available which is located east of runway 20 at B2.
Where is run-up area 3 located and what restriction applies?
Run-up area 3 is located at the Cal Fire ramp and shall only be used when Cal-Fire is not operating.
Where is run-up area 4 located?
Run-up area 4 is located at taxiway D in front of the north facing hard stand.
What must be done before conducting a large aircraft run-up?
For all large run-ups, notify airport operations prior to the run-up with aircraft type and location of run-up.
