Purpose: How to make a new constitution that would protect the liberty of citizens against tyranny of the majority
Fractions: Number of citizens who are united by some impulse or adverse the interest of common citizens → desire to dominate the government
Solutions: Stop Fractions (no liberty), Limit effects (size & diversity)
Republican Government: Pop grows → fractions diluted & competition among fractions result in compromises
