Vocabulary terms and definitions from Baltimore County Fire Department Standard Operational Procedure Tactical Operations Manual #06 regarding the Personnel Accountability System.

Personnel Accountability Tag (PAT)

An identification card that has a snap ring hook and includes the member's name, ID number, and photograph.

Apparatus Collector Ring

5”x3” large ring

Officer Collector Ring

1-1/2”x3” small ring

Accountability Control Board

A device used to record unit/crew/personnel assignments during any Level II accountability situation as directed by the Incident Commander.

Staff Collector Ring

large ring with an identification tag marked “STAFF,” utilized for all staff and support personnel operating in an incident.

Point of Entry Control Ring

Consists of a large ring with an identification tag attached, utilized during Level II accountability.

Makeup Unit Ring

large ring with a blank unit identification tag, utilized with mutual aid companies or other personnel who do not have a PAT

Level I Accountability

The minimum level of accountability used during fire and rescue incidents.

Level II Accountability

Accountability used when an incident requires more stringent tracking, requiring the establishment of “Point of Entry Control” (e.g., high rise fires, confined space/trench rescues, hazmat incidents).

Personnel Accountability Report (PAR)

A physical check of personnel working on an incident performed by their supervisor and reported to the Incident Commander via the organizational framework in place at the time it is taken.

White PAT Tag

A tag denoting ENTRY personnel who meet NFPA Firefighter I, HazMat Operations or Core Competency, Maryland EMS Certified or CPR/AED, Bloodborne Pathogens, medical clearance, and annual fit testing requirements.

Silver PAT Tag

A tag denoting NON-ENTRY VOLUNTEER personnel who are medically cleared and trained in HazMat Core Competency/Operations, Maryland EMS Certified or CPR/AED, and Bloodborne Pathogens.

Blue PAT Tag

A tag denoting NON-ENTRY CAREER personnel who possess Maryland EMS Certifications, are medically cleared, and have HazMat Operations and fit testing.

Entry Control

The radio designation assumed by members assigned to monitor points of entry into structures, confined spaces, or hot zones during Level II accountability.

Form 58

The official document submitted through the chain of command to report the circumstances surrounding a lost, misplaced, or damaged PAT.
