People will consider the cost-benefit analysis, which is a full look into the benefits and sacrifies that would come with its’ implementation.

What’s the process for an issue actually gaining attention then recieving a policy/resolution to it?

First, the issue gains attention by the public (like the push to ban smoking). Then, the government will investigate the issue and will hear experts to testify. Finally, the government formulates policies on paper and considers the cost-benefit analysis.
