Communications Personnel
Members of the HFD assigned to 24-hour shifts, averaging 42-hour workweeks, in the Office of Emergency Communications (OEC).
Emergency Response - Operations Personnel
Classified members of the HFD assigned to 24-hour shifts, averaging 46.7-hour workweeks, in Emergency Response.
Extreme Emergency (Higher Classification)
A situation that would place an emergency apparatus out-of-service if a member working overtime were not placed in higher classification.
Overtime (OT)
An approved work assignment which constitutes hours worked in excess of the member’s regularly scheduled work hours.
Court OT
Overtime approved for members subpoenaed for city business related legal proceedings or ordered to report at a certain place and time outside their work schedule.
Day-of OT
An OT assignment offered and accepted on the same day, based on an immediate staffing need, using an eligibility list sorted by hours worked without regard to rank.
Event OT
An optional assignment for specialized training events or long duration emergencies; hours worked do not count toward total overtime hours for scheduling purposes.
Pre-scheduled OT
An assignment scheduled from a predetermined availability list, filled rank for rank based on hours worked and the last OT work date.
Shift Holdover OT (SHO)
Hours worked in excess of an assigned schedule required to keep a unit in service or to maintain minimum staffing levels.
Priority 1 SHO (P1)
Members on Shift Holdover who have not volunteered but are required to work; they require relief as soon as possible.
Priority 2 SHO (P2)
Members on Shift Holdover who have volunteered to stay until relieved, up to 12 hours or longer if necessary.
Special Events OT
Off-duty members assigned to staff Bike Teams, Medic Units, Medic Carts, or Fire Carts during approved City of Houston Special Events.
Professional Development Personnel
Members of the HFD scheduled to work a 40-hour workweek and assigned to the Professional Development Command.
Staffing Office
HFD members responsible for scheduling the staffing of overtime positions for Emergency Operations, OEC, and Special Operations.
Overtime Compensation Rate
Paid at an hourly rate of time and one-half (121) for actual overtime hours worked.
Phase III Test
A required test that must be successfully completed before a member is eligible to apply for overtime opportunities.
Day-of OT Reporting Time
Members accepting a Day-of OT assignment must report to their work location with all required PPE within two hours of notification.
Overtime Decline Penalty
Any decline of an OT opportunity results in 24 hours being added to the member's balance of total overtime hours worked.
No Contact (NC)
Recorded when the Staffing Office calls for Day-of OT and cannot reach the member; three separate dates of NC within three months results in a 24-hour penalty.
Green Calendar Date
Identifies dates on the HFD Staffing website where a member allows availability for pre-scheduled OT, Day-of OT, or both.
Blue Calendar Date
Identifies dates on the HFD Staffing website where a member can change their selection for the Day-of availability option only.
Red Calendar Date
Identifies dates on the HFD Staffing website where the member is not eligible to submit availability.
Overtime List Reset Frequency
A new Overtime Eligibility List is created every six months, with hours returning to zero on July 1st and January 1st.
