The Articles of Confederation, the first constitution of the United States, was adopted by the Continental Congress on November 15, 1777. However, ratification of the Articles was delayed until March 1, 1781. The Articles created a loose confederation of sovereign states and a weak central government, leaving most of the power with the state governments. Under the Articles, there was no executive branch to enforce any acts passed by Congress. There was no national court system or judicial branch. Amendments to the Articles required a unanimous vote. The weaknesses of the Articles of Confederation became apparent to all as a result of an uprising of Massachusetts farmers known as Shays' Rebellion. The inability of the federal government to collect taxes to pay for the debt incurred during the Revolutionary War, or to compel states to contribute their share of the national budget, led to widespread recognition that changes were necessary.
