yes as democracies have higher spending to keep votes happy but depends on GDP as higher means more spending, depends on pop as aging means more health spending, depends on ideology as socialist means more spending

17 goals instead of 8, more specific goals, more developed and balanced between env, eco, social but in 2023 50% targetshat were off track and 30% seen no improvement due to covid, conflict, climate change

less health and education spendings, business and TNCs benefits in widening gap in inequality, investment in urban areas decrease in rural areas, increase in environmental concerns
why have IGO efforts to promote development be contested
their policies promote gov intervention by privatising state assets and services and promote free trade so socialist govs dont like this as its a privatisation idea

still offer conditional interent free leans to low income countries however take a more collaborative approach by involving the borrowing country more and imposing fewer conditions

grants given to poorest countries in form of debt relief, provide help during public health disasters

invests in early childhood education, GPEs focus has been on poorest and most disadvantaged children, help children catch up on school missed during covid 19
