Features of exec:
Consists of monarch, PM, cabinet and govt depts
PM appointed by reigning monarch
PM uses prerogative powers
The exec:
The executive is the branch of government responsible for implementing law and running the country.
Collective responsibility
reinforces executive cohesion, limiting internal dissent and strengthening governmental control.
Political accountability:
Ministers must explain and justify their actions to parliament
BUT weak in reality, can refuse to answer by claiming confidentiality
Avoid giving full details and rarely resign
Even when things go wrong they often stay in power
Legal accountability:
Courts can review executive and they can be taken to court if act unlawfully
M v Home Office - home sec ignored a court order and tried to act anyway. Court said they are not allowed and ministers must obey the law. Executive is subject to the jurisdiction of the courts
Exec dominance:
The UK constitution is characterised not by parliamentary supremacy in practice, but by executive dominance.
Devolution:
Power given to Scotland, Wales and NI
Limits central exec
Challenges the traditional centralised model of governance
PM:
PM is the most powerful political actor, it controls cabinet, sets agenda and uses prerogative powers
One unit
Govt must act as one unit, must support decisions and resign if not!
