Law 43/2010
The reference law dated December 30th that regulates the postal service in Spain, ensuring it functions as an effective right rather than a privilege.
Service of General Economic Interest (SIEG)
The legal classification of postal services in Spain, defining them as economic activities of social importance provided under a regime of free competition.
Universal Postal Service (SPU)
The core protected set of postal services of specific quality, provided permanently throughout the national territory at affordable prices for all users.
SPU Weight Limits
Letters and postcards up to 2kg and postal parcels up to 20kg (increased from 10kg in previous legislation).
ENC Principles
A mnemonic for the three guiding principles of the SPU: Equity (Equidad), Non-discrimination (No discriminación), and Continuity (Continuidad).
Presumption of Veracity
The legal guarantee that administrative and judicial notifications performed by the designated operator (Correos) are considered true unless proven otherwise.

A fundamental right (Art. 18.3 of the Spanish Constitution) prohibiting operators from disclosing data regarding shipment existence, class, or sender/recipient identities.
SPU Claim Deadlines
Users must receive a resolution from the operator within 1month, or they can appeal to the CNMC, which has 3months to resolve.
S.M.E. (Sociedad Mercantil Estatal)
The legal nature of Correos, defining it as a state-owned commercial company with public ownership but operating under private law.
SEPI
Sociedad Estatal de Participaciones Industriales; the public holding company and sole shareholder of Correos.
Designated Operator Term
Currently set at 20years for Correos to act as the SPU provider, according to Law 6/2025.
Nexea
A former subsidiary of the Correos Group dedicated to mass communications that was absorbed by the parent company at the end of 2022.
CNMC (Comisión Nacional de los Mercados y la Competencia)
The independent authority that supervises, regulates, and controls the postal market, having absorbed the CNSP in 2013.

The prescription periods for postal infractions: Very Grave (3years), Grave (2years), and Light (6months).
SPU Financing Fund
A fund managed by the CNMC consisting of State Budget allocations, a 0.5% contribution from turnover of authorized operators, and a 1,500 € fee per singular authorization.
Article 149.1.21ª
The article of the Spanish Constitution that grants the State exclusive competence over postal services.
UPU (Universal Postal Union)
A UN specialized agency founded on October 9th, 1874 (Treaty of Bern) and headquartered in Bern, Switzerland.
Convenio Postal Universal
The mandatory international act for all UPU member countries that establishes common rules for the international postal service.
PostEurop
An association founded in 1993 representing European postal operators and recognized as a Regional Union by the UPU.
CityPaq
A network of automated lockers (numbering 2,249) used for picking up and sending parcels 24hours a day.
Last Mile
The final stage of the delivery process from the distribution center to the recipient, often the most expensive and complex part of logistics.
