introducing a bill and the process takes a very long time - Consumer Rights Act 2015 took 14 months from first reading to royal assent
Challenge: Multiple stages allows MPs to read over bill carefully, ensure it is benificial
Not all MPs are specialists
not all MPs have expertise in specific areas, leads to less detailed scrutiny, HoL has expertise but can be overlooked by HoC as they have more power
Challenge: Not all areas require expertise
Outdated
parliamentary sovereignty principle - difficult to remove or amend a body drawn piece of legislation, another act is required to remove / amend original legislation
Challenge: Easier to maintain laws, less risk of new laws that may be flawed
Lack of time for Govt. & Parl.
Government & Parliament are busy, sometimes unable to deal with reforms
Challenge: Laws can be introduced quickly in emergency
