  • introducing a bill and the process takes a very long time - Consumer Rights Act 2015 took 14 months from first reading to royal assent

    • Challenge: Multiple stages allows MPs to read over bill carefully, ensure it is benificial

Not all MPs are specialists

  • not all MPs have expertise in specific areas, leads to less detailed scrutiny, HoL has expertise but can be overlooked by HoC as they have more power

    • Challenge: Not all areas require expertise

  • parliamentary sovereignty principle - difficult to remove or amend a body drawn piece of legislation, another act is required to remove / amend original legislation

    • Challenge: Easier to maintain laws, less risk of new laws that may be flawed
