SOG 310-04
The Palm Beach County Fire Rescue Standard Operating Guideline for Vehicle Lock-Outs, issued and effective on 09/05/2024.
Fire Rescue Administrator
The authority under which the Vehicle Lock-Outs SOG is established.
Attachment A
The official 'Release from Liability' form associated with SOG 310-04.
Rescue Dispatch Priority
The closest available Rescue is dispatched to all reported persons locked in a motor vehicle; if the primary zone Rescue is unavailable, the closest Engine is also dispatched.
Engine Dispatch Priority (Animals)
The unit dispatched to all reported animals locked in a motor vehicle.
Initial Unit Responsibility
The first arriving unit must confirm the vehicle is occupied and determine if the engine is running with the A/C turned on.
Signs of Compromise
Physical symptoms such as perspiration or an altered level of consciousness in a locked-in occupant.
Immediate Extrication
The action of breaking a window, with or without owner permission, when a lone occupant in a vehicle without running A/C presents with signs of compromise.
Jiffy Jack
A specific Car Entry System tool used by Fire Rescue personnel to gain entry to locked vehicles.
Professional Judgement Factors
When deciding to break a window for an occupant without signs of compromise (no A/C), the time of day and ambient temperature should be the primary factors.
Release from Liability (Non-Emergency)
A signed document required BEFORE breaking a window or attempting entry on a vehicle with running A/C where the occupant has no signs of compromise.
POP-A-LOCK
The service to be requested if Fire Rescue personnel are unable to unlock the doors of a vehicle with running A/C using the Jiffy Jack.
Records Custodian
The individual to whom all completed Release of Liability forms must be forwarded.
