Why do officials need legislation
They may be sued or abused so need protection from unfair claims and their roles clarified

Safe equipment, appropriate training methods, consider age/ability, supervise, risk assessments, first aid
What are coaches responsible for
Health/safety, Abuse (DBS and code of conduct), Drugs (avoid using them and educate against them)
