Definition: Congressional oversight
refers to congress’ ability to monitor, scrutinise and restrain the president and the wider executive branch.
Although not explicitly stated in the constitution it has developed as an implied power essential to maintaining the separation of powers and control of public finances.

Provide primary forum through which congress can question senior officials examine evidence and develop specialist expertise.
Committee also possess significant formal powers
issuing subpoenas, compelling sworn testimony and holding individuals in contempt of congress, which enable them to hold senior executive figures publicly accountable.
Obama administration, Secretary of state Hillary Clinton was subjected to sustained scrutiny by
House committees following the 2012 Benghazi attacks.
Post 2018 Midterm election which produced divided gov, House committees such as the
House Oversight and Reform committee and the House intelligence committee conducted regular investigations into executive conduct, focusing on issues such as compliance with congressional subpoenas, use of executive privilege and potential conflicts of interest linked to Trump’s business dealings.

During Trump’s first term, the administration repeatedly refused to comply with congressional subpoenas, including
blocking testimony from former white house counsel Don McGahn on the Mueller's case (investigation into Russia’s influence on 2016 presidential election).
Though the house judiciary committee voted to hold McGahn in contempt in 2019
enforcement relied on Department of Justice, which declined to act under democrat-led committee.

How impeachment works
process only requiring simple majority in House and two third majority in Senate, reflecting founder’s intention to balance accountability with political stability.
effectiveness of impeachment is most clearly demonstrated:
Richard nixon’s resignation in 1974 when the likelihood of impeachment and conviction forced president from office without a formal vote.
Impeachment has also been effective in the judicial branch, where party loyalty is weaker.
15 federal judges have been impeached with 8 being removed from office, including judge Thomas Porteous in 2010 whose unanimous conviction highlight impeachment's effectiveness when misconduct is clear

conducted largely along party lines, with senators voting according to partisan loyalty rather than evidence-both failing in the Senate.
