Creature of statute
A legal concept meaning local government roles and responsibilities are defined and can be altered by central government through legislation, such as the Local Government Act, rather than being constitutionally guaranteed.
Territorial authority
A city or district council that provides localized services including drinking water, sewage, and rubbish disposal, consisting of between 6 and 30 elected members depending on population size.
Regional council
A local government body primarily involved with resource management, land use planning, and environmental matters, consisting of between 6 and 14 elected members.
Unitary authority
A local government body, such as Auckland Council, that combines the roles and responsibilities of both a territorial authority and a regional council.
Four well-beings
Guiding principles in the Local Government Act 2002 that require councils to promote the social, economic, environmental, and cultural well-being of communities in the present and future.
