Requirements for a Touchback
A put the impatience on the ball
The ball touches the ground on or behind team B’s GL before being touched by B or becomes dead in the EZ
Enforcing a Touchback
Free kick: Ball comes out to the B-25 and B gets to choose lateral position of ball
Play that isn’t an unsuccessful field goal: Ball comes out to the B-20 and B gets to choose lateral position of ball
An unsuccessful field goal:
- Ball snapped at or inside the B-20, B puts the ball in play next at the B-20 and has a choice of lateral position
- Ball snapped outside the B-20, B puts the ball in play next at the previous spot
Fair Catch
B player waves their arm above their head to initiate
- Any B player may do this
Player who called for fair catch is protected from being hit by A until the ball has touched the ground or they no longer have an opportunity to catch the kick
- Also restricted from blocking A until the kick ends or they touch the ball
Ball becomes dead instantly when any team B player comes into possession with the ball, through recovering or catching and B gets the ball at that spot
For there to have been a “fair catch” by rule the player who made the signal must catch the ball and their signal must have been valid
“Crossed the Line of Scrimmage”
When a ball touches anything beyond the neutral zone
- Exception: A team B player within 3yd. of the neutral zone who is attempting to block the kick
Illegal Touching
A violation by team A, triggered when A touches the ball before they are allowed to posses it
Allows B the option of taking the ball at the spot of touching
Canceled by an accepted foul on either team or offsetting fouls
If happens over B’s end zone then the spot of the touching is the B-20
- Except from the foul of illegal batting in the EZ because the ball hasn’t touched the ground of the EZ yet and therefore isn’t “in the EZ”
Eligibility to Posses the Ball
B: Any point during the down
A: When the kick has not crossed the neutral zone or the kick has touched a team B player
- Exception: B is forced into the touching of the ball
Eligibility to Advance a Possessed Ball
B: Any point during the down
A: When the kick has not crossed the neutral zone
Scrimmage Kick Play
Takes place between the snap and when a scrimmage kick comes into player possession or the ball is declared dead by rule
Enforcement of Penalties During a Scrimmage Kick Play
B
- Before the kick: Running play with A in possession
- During the kick: Enforce as a PSK if applicable (What if B fouls and it’s not a PSK)
- After the Kick: Running play with whatever team is in possession

- From either the previous spot or the spot where the ball next belongs to be
- Exception: Kick catch interference (enforced from the spot of the foul), fouls during an unsuccessful field goal (enforce from the previous spot), or ball next to be put in play by A (enforce from the previous spot)
Post Scrimmage Kick Foul (PSK)
Allows B’s foul to be evaluated as if they had team possession when the fouls took place and marks the end of the kick as the basic spot
- Exception: If kick ends in the EZ the basic spot is evaluated as the B-20
Requirements (all must be met)
- Foul is on B and during the scrimmage kick, not just the scrimmage kick play
- The kick is not a try, successful field goal, or in extra periods
- The kick crosses the neutral zone
- Team B is next to put the ball in play
Restrictions of A Going Out of Bounds During a Scrimmage Kick
Any team A player who goes out of bounds can not return back into play during the down
- Exception: The player is forced out and returns immediately
Penalty: 5yd from the previous spot with a re-kick or 5yd from the next spot B is to put the ball in play
