Oct 1919 name changes to STC + had policy making power

→ met 46 times 1919-21

Oct 1920 Emergency powers act

→allowed gov to declare state of national emergency in times of severe industrial unrest, full power to cabinet + civil service + quick passing of emergency legislation to regulate militancy
