Persons With Disabilities (PWD)
Persons who have physical or mental challenges that make them unable to perform one major function as expected from a full able person.
International Legal Regime of Human Right
Global frameworks like the Declaration of Human Right (UDHR) 1948, ICCPR (1966), and ICESCR (1966) which provide general rights to persons with disabilities as human beings.
Discrimination Against Persons with Disability (Prohibition) Act, 2018
The Nigerian lex specialis signed into law in January 2019 that prohibits discrimination and seeks full integration of PWDs into society.
Mandatory Period
A 5-year period mandated by the Act for the modification of public buildings and transportation to accommodate persons with disabilities.
National Commission For Persons klith Disabilities
A special commission mandated to be established in Nigeria with offices in all 36 states of the federation and the Federal Capital Territory.
Accessibility Requirement
The instruction that public buildings and transport provide facilities such as wheelchairs, audio visual direction, and sign language interpreters.
Right to Education
The provision in the Act mandating free education up to secondary school levels for persons with disabilities.
Employment Opportunity Rule
A mandate requiring institutions to employ at least 5% of their workforce from the population of persons with disabilities.
Legal Redress Penalty
Violators of the Act can face imprisonment, blacklisting, or fines of as much as #100,000 for failing to execute the mandate.
Right to Dignity of Person
The right of PWDs, including those with mental conditions, to be free from suppression or dehumanizing treatment such as being flogged or locked in a room.
Guardian ad litem
An adult with full mental capacity and legal obligation who makes informed decisions or enters contractual relationships on behalf of a person with a disability.
Legal Aid Council
The body responsible for providing legal access to persons with disabilities who cannot afford private lawyers.
