Goal of Gov
Protect and provide for the population
Democracy
System of governance where the people in power are held in accountable to the population
Regions without democracy
Religion facilitates cooperation through rules that guide behavior by establishing expectations and consequences for actions (Ex. Quran)
Core Concept
International institutions facilitate cooperation between states by embedding established expectations for the action of others and consequences for those actions
International Insitutions Problem
They are weak on enforcing these rules (ex. UN had no consequence on Russia for invading Ukraine)
Genocide
Acts committed with intent to destroy whole/part of a group
Myanmar genocide
the UN/US/CIA knew there was one going on but chose not to do anything about it. Biden just now (2022) recognized it because he wanted more migrants (national interest)

government has obligations to protect and provide the rights for states
Refugee
Flee country of origin due to conflict/fear of persecution
Economic Migrant
Freeing country of national origin for economic opportunity (get out of poverty)
Internally displaced person (IDPs)
has been force to leave their home but remains within their country of national origin
Identity characteristic/indicators

Non-refoulment
Not allowed to deport people if it means that if they go back, they will die

U.S. denied entry of a boat of germans and Austrians and sent them back where they all died

Obligation not to commit genocide, prevent genocide, and punish it

Ability of a government to protect or provide for its population
