Social Security (ILO definition)
The protection that a society provides to individuals and households to ensure access to health care and to guarantee income security, particularly in cases of old age, unemployment, sickness, invalidity, work injury, maternity or loss of a breadwinner.
National Pension Scheme Authority (NAPSA)
A body established under section 3 of the National Pensions Scheme Act No. 40 of 1996, previously known as the Zambia National Provident Fund (ZNPF).
General Membership Conditions (NAPSA)
A person must be at least 16 years old but below the pensionable age and must be employed by a contributing employer.
Contributing Employer (NAPSA Section 12)
A person, association, institution, or firm registered as a tax payer with a contract of service with an employee, or the Government of the Republic of Zambia, local authority, parastatal, or statutory body.
NAPSA Delayed Remittance Penalty
A sum equal to 20 per centum of the amount unpaid shall be added for each month or part thereof after the date payment is due.
Normal Retirement Age
The age of 60 years as amended by Act No. 7 of 2015.
Early Retirement Age
The age of 55 years provided the member notifies the employer 12 months in advance.
Late Retirement Age
The age of 65 years provided the member notifies the employer 12 months before attaining pensionable age and the employer approves.
Qualification for Retirement Pension
A member must have made not less than 180 monthly contributions.
Pre-retirement lump sum benefit
A one-off benefit payable to a member who has not yet attained pensionable age, introduced by Act No. 1 of 2023.
Residual contributions
The remainder of the contributions on a member’s account after a member has accessed the one-off pre-retirement lump sum benefit.
NAPSA Pre-retirement Withdrawal (Category A)
Members below 45 years who have made a minimum of 60 monthly contributions are entitled to a once-off benefit of 20% of their contributions.
Invalidity pension
A pension paid to employees who are unable to work due to long-term illness, incapacity, or disability, lasting until the pensioner reaches retirement age or dies.
Standard Funeral Grant eligibility
Paid to a next of kin on the death of a member who paid at least 12 monthly contributions during the 36 months immediately preceding death.
ECIS
Extension of Coverage to the Informal Sector, governed by Statutory Instrument No. 72 of 2019, covering five categories of the informal sector.
Workers’ Compensation Fund Control Board (WCFCB)
A social security body constituted under Act No. 10 of 1999 for compensating workers for occupational accidents and diseases.
Accident (WCFCB definition)
An accident resulting in injury to a worker or in damage to, or destruction of, any artificial aid used by a worker in the course of employment.
Reporting Deadline for Occupational Accidents
The employer must report an occupational accident or disease within 3 days of gaining knowledge of it.
Return to Work Programme
A WCFCB initiative aimed at re-skilling disabled workers to enable them to perform work matching their newly acquired condition.
National Health Insurance Management Authority (NHIMA)
The regulatory body for the National Health Insurance Scheme (NHIS) governed by Act No. 2 of 2018.
NHIS Membership Eligibility
Zambian citizens or permanently resident non-citizens above 18 years who are employed, retirees, or self-employed established residents.
NHIS Contribution Exemptions
Mentally or physically disabled persons unable to work, elderly persons above 65, and persons classified as poor and vulnerable by the Ministry of social welfare.
NHIS Post-Death Benefit Extension
A family member is entitled to continued benefits for a period of 4 months following the death of the primary member.
Portable Benefits (NHIS)
The mechanism ensuring that a member can access insured health care services from accredited providers anywhere within the Republic.
