When a country is underdeveloped it is easy for corruption to happen within the government. People may see a terrorist group as the only ones who can solve the development problem in their country.

In Afghanistan, underdevelopment in rural areas has contributed to terrorism, as poor infrastructure, limited education, and lack of basic services make communities more susceptible to Taliban influence
