Voters rank the representatives/parties
If I party wins but others don’t have enough, last place is disqualified and the second/third choice voters of the losers voted for is added onto it and the extra votes the wining party may have had. This continues until Parties representatives are chosen.

Rank candidates from most fav to least, loser is eliminated and votes transferred to second, this goes on until someone gets majority/wins
