Hands free LAW
Handheld devices use is ONLY allowed if vehicle is stopped and NOT located in public travel lane

Can be deadly, beware of signs(hitting the rumble strips, noticing blinking)
Only true way to protect yourself is to get enough sleep and not drive tired
Avoid driving between midnight and 6am IF POSSIBLE
Vulnerable road user law
When you pass a vulnerable road user(pedestrian or biker) you MUST give safe passing distance of ATLEAST 4 feet

License class A, B, C

Out of state U.S. residents
U.S. resident atleast 16 and lives OUTSIDE of Massachusetts may drive using a valid out of state license
Out of country residents
Allows certain validly licensed drivers of other countries to operate validly licensed registered vehicles in Massachusetts
The country that issued the licenses MUST enforce standards for vehicle operation equivalent to Massachusetts (as determined by RMV)
Visitor of other country driving passenger vehicles
May drive private passenger vehicles in Massachusetts if over 16 and have valid(not suspension or revoked) license issued by home country to operate SAME type of vehicle. If foreign license not printed in English or has no English translation of the important info fields a translation is needed
Moving to Massachusetts driving
If you become a resident of Massachusetts you MUST obtain a Massachusetts drivers license to retain driving privileges
Licensing rules for military personnel
If in active millibars service and want to drive IN Massachusetts-must have valid license from home state-if permanent resident of commonwealth you must have valid Massachusetts license
If returning from active duty outside U.S. and have license issued by branch of armed forces based on other country- you may drive with that license in Massachusetts for 45DAYS
if you have Massachusetts license that expired during active service you may use that license to operate vehicle for 60 DAYS after honorable discharge from military service(if chosen to follow must carry expired license and proof of discharge when driving)
Who is eligible for a Massachusetts license
Anyone who is a Massachusetts resident and is 16 or older and has NOT had license or right to operate a vehicle reviked
Massachusetts drivers license limited to Massachusetts residents
By law Massachusetts license or ID card(except for liquor ID card) can only be issued to RESIDENTS of Massachusetts
Licenses cannot be issued for convenience or business persons or tourists from other states of countries
Age requirements
You can obtain learners permit at age 16 but may NOT receive class D or M License untill you are atleast 16 ½ and had permit in good standing for six consecutive months and completed drivers ed
Must be atleast 18 to apply for for commercial drivers license (class A, B, or C)
Parent/guardian consent
People applying for permits, licenses or IDs who are UNDER 18 must obtain written consent from a parent/guardian, social worker, or boarding school headmaster
For learners permit or ID a person gives written consent by signing the back of the permit/license/ID application
If the person signing the back of the application is not a parent, documentation of the persons guardian status must be shown at the time of the permit/ ID application and for a license at the time of the road tesy, forging a signature may result in license suspension or revocation
Facial image policy
All applicants for a learners permit, licenses, ID, liquor ID, or disability place card must have their photo-image captured by the RMV
How facial image must look
straightforward looking view of applicant with all facial features visible, no facial cover(scarf, veil, sunglasses, prescription glasses, masks) are not allowed, no hats or head coverings unless for medical or religious reason, no temporary tattoos or Bluetooth headphones
Vision screening
part of ensuring that you are capable of operating vehicle, will be screened when you apply for learners permit, checks visual acuity, color vision, and peripheral vision
20/40 atleast in better eye and 120 degrees peripheral for full license
20/50-20/70 better eye daylight only license
Driving record verification
When applying for permits or license or renewing license you were required to provide list of states youve been licensed in for past ten years, out of state lincense numbers. licensing computer system checks name, DOB,social security number and any out of state drivers license numbers, if Problem Driver Pointer System matches your record you are not allowed to continue application process until all out of states suspension a if convictions are resolved
Real ID and standard Massachusetts cards
You need to choose either REAL ID Massachusetts drivers license/ ID card or a Standard Massachusetts drivers license/ ID card, the cost is the same for both cars types
What you need to travel is changing
Real ID or other acceptable ID such as valid passport to fly without US

License class a
Any combination of vehicles with gross weight of 26,001 lbs, provided the gross weight being towed IS in excess of 10,000 lbs
License length
Valid for a MAXIMUM of 5 years and typically expires on your birthday
Can be issued for less if applicants authorized lawful presence is for shorter period (minimum 12 months)

Requirements to get JOL
Have valid permit for atleast 6 consecutive months
Maintain clean driving record for at least 6 consecutive months
Complete RMV approved 30hrs classroom instruction, 12 hrs in car, behind the wheel training, 6 hrs in car experience of other student drivers
Parent/guardian 2 hrs instruction
30 hrs behind the wheel driving supervised by parent or guardian
Pass final exam to have drivers education certificate electronically filed with V
JOL restrictions
First 6 months no passengers under 18 (family allowed) unless accompanied by person 21 or older holding license for atleast 1 year in passenger seat, cannot drive between 12:30 am-5:00am without adult,
Rule lifted after 6 months or when you turn 18
JOL violation for night restriction
license suspension 60days 1st offense, 180days 2nd, 1 year subsequent offenses
2nd of subsequent offenses also required to complete Driver Attitudinal Retraining course

JOL violation speeding/racing
Racing 1 year 1st offense, 3 years subsequent offenses
Speeding 90days 1st offense, 1 year subsequent offenses
JOL if you violated passenger or night restriction
60 day suspension for first offense
180 day suspension for second offense
1 year suspension for subsequent offenses and also required to take driver attitudinal retraining course
Electronics under 18
Not allowed for any reason ONLY EXCEPTION IN EMERGENCY
To earn your learners permit take the following steps
Study all the information on this manual
Complete learners permit application/make reservation to visit RMV(if under 18 you must have a parent to sign application)
Meet all of RMV identification requirements
Pay $30 learners permit fee(covers cost of exam)
Have your photo-image and signature captured electronically
Pass vision test
Pass leaners permit test exam
How many questions must you answer correctly in what amount of time
18 questions correct in 25 minutes
For class D license you are NOT allowed to attempt for than how many road tests in a 12 month period

What happens if you are not on time for your road test
You will not be tested and have to pay a fee and wait 14 days untill you can take another test
You will be charged a fee on your road test if
You fail, are unprepared, refused the test because your vehicle fails to pass examiners inspection, do not bring qualified sponsor, fail to appear or are late, cancel or reschedule with less than 72 hour notice
Road test examiners may reject road tests for the following reasons
You or your sponsor are showing signs of alcohol or substance impairment, an odor of alcohol or marijuana is coming from you or your sponsor(including clothing or inside vehicle), minor children babies or animals are present in vehicle and cannot be left unsupervised
requirements you must fulfill on day on road test
Have completed road test application and have parent or guardian complete parental consent section if under 18(have already disclosed any physical, mental or medical condition or any medications that could affect ability to drive)
Have printed learners permit
Bring qualified sponsor(must have their current valid license)
Provide acceptable properly equipped legally registered vehicle(with registration certificate)
