A strategy launched in 2001 and updated for 2010–2030 with the purpose of implementing actions to promote development priorities and reduce poverty.
National Skills Development Strategy (NSDS)
A strategy aimed at ensuring South Africa has high-quality skills to contribute toward economic growth, employment creation, and social development.
National Qualifications Framework (NQF) Act
Act No. 67 of 2008, established to create an integrated national framework of learning achievements and facilitate career mobility.
NQF Level 10
The highest NQF level, representing a Doctoral degree or professional qualification.
NQF Level 4
The level corresponding to a National certificate or Grade 12.
NQF Level 1
The level corresponding to a General Certificate or Grade 9.
South African Qualifications Authority (SAQA)
The body responsible for registering qualifications on the NQF, developing level descriptors, and evaluating foreign qualifications.
Umalusi
The Quality Council (QC) specifically for General and Further Education and Training.
Council on Higher Education (CHE)
The Quality Council (QC) specifically for Higher Education.
Quality Council for Trades and Occupations (QCTO)
The QC responsible for the Occupational Qualifications Sub-framework.
Skills Development Act (No. 97 of 1998)
Legislation aimed at developing the skills of the South African workforce and increasing investment in education and training.
National Skills Authority (NSA)
A body that advises the Minister of Labour on national skills development policy and reports on its implementation progress.
Sector Education and Training Authorities (SETAs)
Entities (21 in total) responsible for developing and implementing sector skills plans and allocating grants from skills levy contributions.
Learnership
A program consisting of structured learning and work experience that leads to a SAQA-registered qualification with a minimum of 120 credits.
Skills Development Levies Act (No. 9 of 1999)
Legislation requiring employers to pay a skills development levy at a rate of 1% of an employee’s total remuneration.
