Adam was the head in a representative/governmental sense. We are all subject to the Adamic Covenant of Works in contrast to the Covenant of Grace. Through the broken covenant, sin was transmitted. Adam's descendants are not personally guilty until they actually commit sin, but they are in a guilty state and liable to hell by the imputation of Adam's sin to them under the covenant.
