When told by the RSU that you are "Cleared low approach" what does that mean to you as a pilot?
Continue the approach, but do not touch down on the runway. Acknowledge with "CALLSIGN"
When told by the RSU that you are "Cleared restricted low approach" what does that mean to you as a pilot?
Acknowledge with "CALLSIGN." Continue the approach, but do not descend below current assigned altitude

To align with the closed request from departure end, Vance aircrews will receive "LOW KEY APPROVED" if their request for low key is approved. For position reporting and traffic dereliction, aircrews requesting "DIRECT HIGH KEY" will receive "REPORT ONE MINUTE" if their request is approved and aircrews will report "CALLSIGN, ONE MINUTE" when one minute (approx 2 miles) from the high key position.

No response from RSU is considered clearance to land.
NOTE: When tower issues landing clearance, pilots are only required to respond with callsign.
