  2. Fish central to 🇬🇧 economy only pass through 🇬🇧 waters (mackerel) so cannot consistently be fished

  3. Cod spawn along 🇬🇧-🇳🇴 water borders so can’t give 🇬🇧 quota on them despite them being key to 🇬🇧 fishing economy
