Integrated Defense Program
The integration of multidisciplinary active and passive, offensive, and defensive capabilities, employed to mitigate potential risks and defeat adversary threats to USAF operations.
Base Perimeter
The physical boundary of the installation.
Base Boundary
A line that delineates the surface area of a base for the purpose of facilitating coordination and deconfliction of operations between adjacent units, formations, or areas.
METT-TC
Acronym used to establish the base boundary considering mission, enemy, terrain and weather, time, troops available, and civil considerations.
Base Security Zone
A USAF unique concept describing the area outside the base perimeter from which the base may be vulnerable from standoff weapons (mortars, rockets, and man portable air defense systems) and waterborne threats.
Anticipate (Integrated Defense Effect)
The desired effect of predicting threat intentions and actions using intelligence preparation of the operational environment or crime trend analysis.
Deter (Integrated Defense Effect)
The desired effect of discouraging threat activity through active community policing, boundary and internal circulation control, and physical security measures.
Detect (Integrated Defense Effect)
The desired effect achieved through the use of lighting, intrusion detection systems, and closed-circuit television.
Assess (Integrated Defense Effect)
The process of identifying friend or foe using cameras, posted sentries, and response forces.
Warn (Integrated Defense Effect)
Notifying friendly forces of adversary activity through mass notification, radio, public address, or other signaling systems.
Defeat (Integrated Defense Effect)
Neutralizing threats through progressive force application and coordinated security force response.
Delay (Integrated Defense Effect)
Slowing adversaries using a layered application of barriers and obstacles, also known as defense-in-depth procedures.
Defend (Integrated Defense Effect)
Protecting assets through threat- and effects-based planning that integrates all friendly forces into a single, comprehensive plan.
Recover (Integrated Defense Effect)
Resuming operations after an adversarial event by applying effective command and control and exercising Comprehensive Emergency Management Plan 10−2.
Base Defense Operations Center
The command and control center for integrated defense operations during routine and emergency operations.
Integrated Defense Risk Management Process
A standardized model used to identify risks and develop risk management strategies to protect USAF resources and personnel.
Protection Level 1 (PL1)
Assigned to resources whose loss or compromise would result in unacceptable mission degradation to strategic capability or catastrophic consequences for the nation, such as nuclear weapons or the U.S. President's aircraft.
Protection Level 2 (PL2)
Assigned to resources whose loss would result in significant mission degradation to the war fighting capability of the United States, such as nonnuclear alert forces and intelligence-gathering systems.
Protection Level 3 (PL3)
Assigned to resources whose loss would result in mission degradation to U.S. warfighting capability, such as non-alert resources that can be generated to alert status.
Protection Level 4 (PL4)
Assigned to mission support resources that support power projection for which loss would adversely affect mission capability, such as fuel storage areas and accounting finance vaults.
Operations Security (OPSEC)
A program to reduce the vulnerability of USAF missions by reducing adversary collection and exploitation of critical information.
Signatures (OPSEC)
Observable activities and operational trends that reveal critical information to adversary intelligence collection.
Associations (OPSEC)
The relationship of an indicator to other information or activities that causes it to stand out.
Profiles (OPSEC)
The sum of unique signatures and associations generated by a functional activity.
Contrasts (OPSEC)
Any difference observed between an activity’s standard profile and its most recent or current actions.
Exposure (OPSEC)
The factor of when and for how long an indicator is observed by an adversary.
Information Protection
A subset of the USAF security enterprise consisting of personnel security, industrial security, and information security.
Top Secret
Classification level applied to information that could reasonably be expected to cause exceptionally grave damage to national security if disclosed without authorization.
Secret
Classification level applied to information that could reasonably be expected to cause serious damage to national security if disclosed without authorization.
Confidential
Classification level applied to information that could reasonably be expected to cause damage to national security if disclosed without authorization.
Controlled Unclassified Information (CUI)
Information the government creates or possesses that a law, regulation, or policy requires or permits an agency to handle using safeguarding or dissemination controls.
Original Classification
The initial decision by a designated official that an item of information requires protection in the interest of national security.
Derivative Classification
The incorporating, paraphrasing, restating, or generating classified information in a new form or document.
SF 312
The Classified Information Non-Disclosure Agreement that must be signed before granting access to classified information.
Infraction
A security incident failing to comply with requirements which cannot reasonably be expected to result in loss or compromise of classified information.
Violation
A security incident indicating knowing, willful, and negligent disregard for security regulations that could result in the loss or compromise of classified information.
Compromise
A security incident involving the unauthorized disclosure of classified information to a person without a valid clearance, access, or need-to-know.
Data Spills
Occurs when classified data is introduced to an unclassified information system, a system with a lower classification level, or a non-accredited system.
Personnel Security Program
Policies and procedures ensuring personnel accessing classified information or occupying sensitive positions are consistent with the interests of national security.
The Privacy Act of 1974
Establishes a code of fair information practices governing the collection, maintenance, use, and dissemination of personal information in systems of records.
Personally Identifiable Information (PII)
Information in a system of records that must be safeguarded to avoid actions resulting in harm, embarrassment, or unfairness to the individual.
Freedom of Information Act (FOIA)
Law providing access to federal agency records except those protected by specific exemptions, establishing a mandatory response time of 20 workdays.
Cybersecurity
The prevention of damage to, protection of, and restoration of computers, electronic communications systems, and the information contained therein.
Computer Security (COMPUSEC)
Measures and controls ensuring the confidentiality, integrity, and availability of information systems assets including hardware, software, and firmware.
Countermeasure
Any action, device, procedure, or technique that opposes a threat, vulnerability, or attack by eliminating, preventing, or minimizing damage.
Communications Security (COMSEC)
Measures taken to deny unauthorized persons information derived from U.S. Government information systems related to national security.
Transmission Security (TRANSEC)
A component of COMSEC protecting transmissions from interception and exploitation by means other than cryptoanalysis.
TEMPEST
Protection resulting from measures taken to deny unauthorized persons information derived from the interception of compromising emanations from equipment.
Air Force Office of Special Investigations (AFOSI)
The lead USAF agency for collection, investigation, analysis, and response for threats from terrorists, criminal activity, and foreign intelligence.
Random Antiterrorism Measures (RAM)
Random, multiple security measures that consistently change the look of an installation's antiterrorism program to defeat surveillance attempts.
