Any method, technique, or process designed to physically, chemically, or biologically change the nature of a hazardous waste.
Treatment
Holding hazardous waste for a temporary period, after which it is treated, disposed of, or stored elsewhere.
Storage
The discharge, deposit, injection, dumping, spilling, leaking, or placing of any solid or hazardous waste on or in the land or water.
Disposal
Resource Conservation and Recovery Act, which regulates hazardous waste management in the United States.
RCRA
New TSDFs that meet specific standards set by the EPA under RCRA.
Permitted facilities
Existing TSDFs allowed to operate while coming into compliance with the standards for permitted facilities.
Interim status facilities
Facilities with permits under other laws that qualify for a special form of a RCRA permit.
Permit-by-rule
Entities that generate small amounts of hazardous waste and are exempt from certain TSDF standards.
Conditional Exempt Small Quantity Generators (CESQGs)
Containers or systems that neutralize waste hazardous for exhibiting corrosivity, exempt from TSDF standards.
Elementary Neutralization Units (ENUs)
Systems that treat hazardous wastewaters and are exempt from TSDF regulations if complying with the Clean Water Act.
Wastewater Treatment Units (WWTUs)
Units designed to prevent hazardous waste escape into the environment during treatment, exempt from TSDF standards.
Totally Enclosed Treatment Units (TETUs)
Treatment, storage, and disposal activities performed immediately to manage hazardous waste spills, exempt from TSDF standards.
Emergency response action
Certain types of hazardous wastes that are subject to different regulatory standards, exempt from TSDF standards.
